Fleming Fund - Commonwealth Partnerships for Antimicrobial Stewardship Scheme
A partnership programme to improve antimicrobial stewardship across Zambia, Tanzania, Ghana, Uganda, Sierra Leone, Kenya, Malawi and Nigeria. The partnerships leverage the expertise of UK health institutions and technical experts to strengthen the capacity of the national health workforce and institutions to address predefined antimicrobial resistance (AMR) challenges.
The project aims to 1. Develop partnerships between NHS Trusts (hospitals) and clinics/hospitals in low- and middle-income commonwealth countries. 2. Share UK expertise abroad as well as bring skills and knowledge back to NHS Trusts. 3. Create focused partnerships on the theme of AMR, that includes activity on; Antimicrobial stewardship, including surveillance (AMS); Infection prevention control and Antimicrobial pharmacy expertise and capacity; and 4. More generally improve the knowledge, skills and empowerment of healthcare professionals and pharmacists in partner institutions. Improving the healthcare workforce to ultimately contribute to a strengthened health system.

Fleming Fund - ODI Fellowships
The economic fellowship scheme supports international secondments of a cadre of skilled health economists to low- and middle-income one-health Ministries, such as Health, Agriculture and Environment. The programme is designed to uplift and build the capacity of Fleming Fund partner countries in several core economic competencies that underpin the development of evidence-based policy relevant to addressing antimicrobial resistance (AMR).
The project will aim to build capacity in 1. Economic analysis of relevant data (including AMR and antimicrobial use (AMU) surveillance data); 2. Economic appraisal of policy options, including cost/benefit analyses; 3. Research capacity in the review of regulations, incentives and opportunities that shape AMU; and 4. Gap analysis of public health data to provide a coherent demand side perspective on what data is required (in what format) to support economic analysis and policy development.

The objectives of the Fleming Fund grant with FAO are to: 1. support development and implementation of AMR National Action Plans in 12 low- and middle-income countries (LMICs) in sub-Saharan Africa and South and South-east Asia; 2. strengthen regulatory frameworks; 3. increase societal awareness and understanding of AMR; 4. develop good practices in food and agriculture sectors, and ensure these are able to be implemented in target countries; and 5. strengthen the coordination across WHO, FAO and OIE in supporting the One Health agenda globally, and more specifically in LMICs.

Fleming Fund – Multilateral Grant to World Health Organization (WHO)
Contribution to the World Health Organization (WHO) to support countries with antimicrobial resistance (AMR) National Action Plans and development of global protocols for collection of AMR data.
The objectives of the Fleming Fund grant with WHO are to: 1. support countries to develop National Action Plans aligned with our regional focus in Sub-Saharan Africa, South and South-East Asia; 2. develop a One Health surveillance protocol on antimicrobial resistance focused on Escherichia coli (E. coli); 3. develop, pilot and roll out methods for antibiotic consumption and use monitoring; 4. Develop and support countries to implement of a new classification of antibiotics within the Essential Medicines List (EML) and the AWaRe categorisation to encourage rational use of antibiotics; 5. to support a deeper understanding of SF antimicrobials and their impact upon AMR; and 6. strengthen the coordination across WHO, FAO and OIE in supporting the One Health agenda globally, and more specifically in low- and middle-income countries (LMICs)

The objectives of the Fleming Fund grant with WOAH are to: 1. improve recognition of the critical importance of tacking antimicrobial resistance (AMR) and raised awareness among veterinary health professionals and the general public; 2. agree WOAH standards on AMR and progress towards implementation of these standards in low- and middle-income countries (LMICs); 3. support member states to collect and report data on the use of antimicrobial agents in animals; 4. improve regulatory frameworks targeting veterinary medicines including antimicrobials; and 5. strengthen the coordination across WHO, FAO and WOAH in supporting the One Health agenda globally, and more specifically in LMICs.

Fleming Fund – Country and Regional Grants and Fellowships Programme
The Fleming Fund helps low- and middle-income countries to fight antimicrobial resistance. A management agent has been appointed to deliver: country grants 24 low- and middle-income countries, regional grants in West Africa, East and Southern Africa, South Asia and South East Asia, and a global fellowships programme. These initiatives aim to improve laboratory capacity and diagnosis as well as data and surveillance of antimicrobial resistance (AMR).
Through the country and regional grants and the fellowships programme the Fleming Fund will: build laboratory capacity for diagnosis; collect data on drug resistance, drug quality, drug use and the burden of disease associated with AMR; enable the sharing of data relevant to AMR locally, regionally, and internationally; encourage the application of data to promote the rational use of antimicrobials; shape a sustainable system for AMR surveillance and data sharing; and increase national leadership in addressing AMR.

Fleming Fund - Civil society engagement through South Centre grant
Through a grant to the South Centre the Fleming Fund is seeking to increase understanding of the challenges around antimicrobial resistance (AMR) and advocate for action among governments, civil society organisations and networks in low- and middle-income countries (LMICs).
The grant to the South Centre will aim to 1. support positive developments in global processes of AMR and commitments to actions on addressing AMR; 2. assist developing countries to participate positively in the global processes on AMR and to have a sense of ownership of this agenda; 3. build the knowledge base and capacity of LMICs to understand the nature and seriousness of the AMR crisis and to take policy measures and actions nationally to address this crisis; and 4. strengthen the capability of civil society groups to build awareness and take actions on AMR issues.
Projects funded through Fleming Fund will benefit people in low- and middle-income countries, where the burden of drug resistant infection is greater.

"Created in 2016, the UK-PHRST is the primary arm of Her Majesty’s Government to provide and coordinate the UK’s public health response to outbreaks in LMICs. The UK-PHRST is a unique collaboration between Public Health England and the London School of Hygiene and Tropical Medicine with input from a number of academic partners. The UK-PHRST’s remit covers outbreak response, research, and capacity building, as components of its integrated triple mandate: • Rapidly investigate and respond to disease outbreaks at their source in LMICs eligible for UK Official Development Assistance (ODA), with the aim of stopping a public health threat from becoming a broader health emergency • Conduct research to generate an evidence base for best practice in epidemic preparedness and response • Build capacity for improved and rapid national response to disease outbreaks in LMICs and contribute to supporting implementation of IHR at the request of national governments or international stakeholders such as WHO. The UK-PHRST rapidly deploys a standing team of multidisciplinary public health professionals and researchers as required in countries that are a priority for the UK’s ODA programme. The UK-PHRST full-time Core Deployable Team consists of specialists in epidemiology, laboratory microbiology, infection prevention and control, clinical case management and clinical research, social science, data management and logistical support who are available to deploy within 48 of an approved request. Reservists and Field Epidemiology Training Programme (FETP) Fellows complement this team, providing surge capacity and specialist expertise when needed. The UK-PHRST is financed through UK Official Development Assistance (ODA) funding through the Department of Health and Social Care. The UK-PHRST Director is the accountable person to the UK Government, through PHE, for delivery of the UK-PHRST objectives."

International Health Regulations (IHR) Strengthening project
The DHSC ODA-funded International Health Regulations Strengthening Project (IHR-S) provides peer to peer technical expertise through the UK Health Security Agency (UKHSA) to support public health partners to prepare, prevent, detect and respond to global health threats and increase compliance with the WHO International Health Regulations (IHR 2005). Compliance with IHR (2005) is fundamental as infectious disease outbreaks are expected to become more frequent in the future and preparedness is necessary to reduce health threats both internationally and within the UK. Lack of compliance to meet IHR (2005) requirements places countries under greater risk from disease outbreaks and other health emergencies, and has potentially wider implications on a global scale, as evidenced by the spread of Covid-19. IHR (2005) includes 13 technical areas such as surveillance, laboratories and points of entry as focal points to support countries to prevent, detect and respond to health threats.
The IHR Strengthening Project has three key aims: to build technical capability, to strengthen leadership, systems and workforces, as well as to develop sustainable public health systems. IHR-S works bilaterally with four priority partner countries and three regions [including Nigeria, Pakistan, Ethiopia, Zambia, Africa (primarily through Africa CDC), the Eastern Mediterranean and Indo Pacific regions].
Over the course of this project the UK will work closely with the World Health Organization (WHO) to help it fulfil its leadership role in implementing the IHR and in responding to global public health emergencies. The project will work intimately with national governments, development partners and with regional and sub-regional agencies to deliver its support. This support will be coordinated with support from other donors, ensuring it adds value and is sustainable, identifies and responds to gaps, complements support from others and aligns behind nationally identified priorities. Implementation of UK support will be led by Public Health England, but may include contracting and working through UN agencies where appropriate and where this will maximise value for money.

Fleming Fund
The Fleming Fund is a £265m commitment by the UK Government to support low- and middle-income countries to tackle antimicrobial resistance (AMR) through improving surveillance capacity. Information about individual Fleming Fund projects and contracts can be found under the "child activities" linked to this activity.
The Fleming Fund aims to: 1. support the development of National Action Plans for AMR; 2. develop and support the implementation of protocols and guidance for AMR surveillance and antimicrobial use; 3. build sustainable laboratory capacity for AMR sensitivity testing and diagnosis; 4. build sustainable drug resistance surveillance capacity and networks; 5. enable the sharing of drug resistance data locally, regionally and nationally; 6. facilitate the increased use of drug resistance data to monitor and address resistance as it evolves; and 7. advocate for the application of data to promote the rationale use of antimicrobials for human health, animal health and agriculture.
Projects funded through Fleming Fund will benefit people in low- and middle-income countries, where the burden of drug resistant infection is greater.

UK Vaccine Network - MRC/BBSRC Intramural Centre Vaccine Development Projects
The Prime Minister established the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified a range of human diseases with epidemic potential in low and middle income countries (LMICs) for which the development of Vaccine Products is a priority. The Department of Health and Social Care collaborated with the Biotechnology and Biological Sciences Research Council and the Medical Research Council, both arms' length bodies of the Department of Business, Energy and Industrial Strategy, in running the 2016 competition which aims to support vaccine research to tackle UKVN-identified priority pathogens. This competition was wholly funded by Official Development Assistance and therefore projects must be primarily for the benefit of LMICs. The successful projects are being managed by the National Institute for Health Research. The Department of Health and Social Care made around £12 million available to fund six successful projects.
This funding supports six projects seeking to develop candidate vaccines and vaccine platform technologies at late preclinical and early clinical stages against pathogens with epidemic potential in low and middle income countries. The UK Vaccine Network has identified 12 pathogens as a priority: Chikungunya, Crimean-Congo Haemorrhagic Fever, Ebola, Hantavirus, Lassa, Marburg, Middle East Respiratory Syndrome, Nipah, Plague, Q Fever, Rift Valley Fever and Zika. The aim of this funding is to progress the development of vaccines for these priority diseases, ultimately to support an effective and rapid response during future outbreaks of disease.

The Department of Health and Social Care is collaborating with Innovate UK (an arms’ length body of the Department of Business, Energy and Industrial Strategy) in running this competition. Innovate UK has considerable expertise in running competitions of this nature. The competition was open to all organisations that were able to demonstrate that their product or work has a realistic route to market, whether in the short or long term, and is primarily for the benefit of low and middle income countries. Successful projects were awarded a research contract wholly funded by the Department of Health and Social Care and administered by Innovate UK. The Department of Health and Social Care made up to £11,323,617 available to run the competition and fund the successful projects.

UK Vaccine Network - Preclinical Vaccine Development Competition
The Prime Minister established the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified a range of human diseases with epidemic potential in low and middle income countries for which the development of Vaccine Products is a priority. The Department of Health and Social Care is collaborating with Innovate UK (an arms’ length body of the Department of Business, Energy and Industrial Strategy) in running this competition. Innovate UK has considerable expertise in running competitions of this nature. The competition was open to all organisations that were able to demonstrate that their product or work has a realistic route to market, whether in the short or long term, and is primarily for the benefit of low and middle income countries. Successful projects were awarded a research contract wholly funded by the Department of Health and Social Care and administered by Innovate UK. The Department of Health and Social Care made up to £24,719,293 available to run the competition and fund the successful projects.
This competition supports the preclinical development of candidate vaccines and vaccine platform technologies which aim to tackle diseases of epidemic potential in low and middle income countries. The UK Vaccine Network has identified 12 pathogens, which are of particular concern in LMICs, as a priority. The pathogens are: Chikungunya, Crimean-Congo Haemorrhagic Fever, Ebola, Hantavirus, Lassa, Marburg, Middle East Respiratory Syndrome, Nipah, Plague, Q Fever, Rift Valley Fever and Zika. Following the initial stage of funding, successful projects were invited to apply for follow on funding to support continued development of the vaccine products, including early stage clinical work. The aim of this funding is to progress the development of vaccines for these priority diseases, ultimately to support an effective and rapid response during future outbreaks of disease. Twenty two projects were supported through the first phase of the competition and seven were successful in the second stage of the competition.

UK Vaccine Network - Epidemiology for Vaccinology Competition
The former Prime Minister established the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified that alongside the need for Vaccine Products, there is also a need for the development of epidemiological models, and for tools and technologies to assist with the deployment and clinical trialling of vaccines in outbreak situations in low and middle income countries. The Department of Health and Social Care worked alongside the National Institute for Health Research to run a research competition to fund such research. The call was open to all eligible researchers that could demonstrate that their work was within the scope of the call and would positively support the welfare and economic development of countries on the OECD DAC list. The Department of Health and Social Care made up to £5 million available to run the competition and fund successful projects, under the provisions of the International Development Act 2002. Five successful projects have been awarded a research contract.
This funding supports projects seeking to develop epidemiological models, tools and technologies to assist with the deployment and clinical trialling of vaccines in outbreak situations in low and middle income countries (LMICs) on the Development Assistance Committee (DAC) list. The call was split into two parts: (1) Optimal Deployment of Vaccines in Outbreak Situations, in which one project has been awarded a £1.5m research contract to develop rigorous models for how priority diseases could spread in an outbreak setting. Desired outcomes for this project are trial designs, methodologies and optimal approaches for how both unlicensed and licensed vaccines could be deployed to support response to an outbreak pathogen; and (2) Development of other tools, technologies and methodologies to assist epidemiological work in outbreak settings. Under this section four projects have been awarded a total of £2.7m. Desired outcomes for this work include the development of technologies that would assist with the epidemiological assessment and response to disease outbreaks. Publication of scientifically robust research results from all projects will also be encouraged.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) - Vaccine Innovation with BactiVac
Vaccine Innovation with BactiVac is a partnership between the UK government and the Bacterial Vaccinology Network (BactiVac) to support the development of vaccines for AMR in humans and animals. The UK government has invested up to £1 million over one year into BactiVac, which is one of 5 networks that are supported by the Global Challenges Research Fund (GCRF) Networks in Vaccines Research & Development. This is co-funded by the Medical Research Council (MRC) and Biotechnology and Biological Sciences Research Council (BBSRC).
The primary aim of this investment is to support new, diverse research projects to gain preliminary data and encourage establishment of new research partnerships, and allow these collaborations to build a track record, which will allow them to attain further funding. It is expected that some of these projects will fail, yet the dissemination of both positive and negative research outcomes is valuable and expected. Funded projects will undertake early stage research and development with catalyst pump-priming funding around the world to help drive the development and uptake of vaccines for antimicrobial resistance (AMR) for the benefit of people in low- and middle-income countries (LMICs).
Projects funded through the Global AMR Innovation Fund (GAMRIF) will primarily benefit people in LMICs, where the burden of drug-resistant infection is greater.

The Global Antibiotic Research & Development Partnership (GARDP) is a non-profit product development partnership, hosted by the Drugs for Neglected Diseases Initiative (DNDi) and started in association with the World Health Organisation (WHO). It is a research and development initiative addressing global public health needs by developing, delivering and assuring sustainable access of new or improved antibiotic treatments. UK Department of Health and Social Care (DHSC) funding through the Global AMR Innovation Fund (GAMRIF) will support GARDP’s programme on sexually transmitted infections (STI), specifically focusing on the development of a new antibiotic for drug-resistant gonorrhoea.
The aim of this project is to fund and support the development of new treatments that address the threat of drug-resistant gonorrhoea in low- and middle- income countries (LMICs). Objectives of the funded activity are to: - develop a new affordable treatment for gonorrhoea, that works on multi-drug resistant cases (trials completed and registration started by 2022) - support the integration of the new treatments into the current Sexually Transmitted Infection management framework by investigating possible antibiotic combinations by 2023
Projects funded through GAMRIF will primarily benefit people in low- and middle-income countries, where the burden of drug-resistant infection is greater.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) – Innovation in AMR Diagnostic Tools with FIND
FIND is a global non-profit product development partnership that aims to develop, evaluate and deliver high-quality affordable diagnostic tests for poverty-related diseases. UK Department of Health and Social Care (DHSC) funding through the Global AMR Innovation Fund (GAMRIF) will support FIND’s work to enhance the impact of diagnostic tools for antimicrobial resistance (AMR), to support improved AMR surveillance and antibiotic stewardship.
This work has two areas of focus: 1) to develop technological methods to connect data from patient testing and health provider consultations to larger data systems, such as national and international AMR surveillance programmes. This will lead to improved antibiotic use and AMR surveillance through increased access of data; and 2) to develop a new diagnostic technologies for drug-resistant gonorrhea, which will enable improved diagnosis and therefore use of new antibiotics.

UK Vaccine Network - Future Vaccine Manufacturing Research Hub Competition
The Prime Minister established the UK Vaccine Network in June 2015 to ensure that the UK was at the forefront of the global fight against future disease outbreaks. The UK Vaccine Network has identified a range of human diseases with epidemic potential in low and middle income countries (LMICs) for which the development of Vaccine Products is a priority. The UKVN also advised that research to improve vaccine manufacturing should be a priority. The Department of Health and Social Care collaborated with the Engineering and Physical Sciences Research Council (EPSRC) (a non-departmental public body principally funded through the Science Budget by the Department of Business, Energy and Industrial Strategy) to run the Future Vaccine Manufacturing Research Hub competition. The competition was open to all eligible research organisations that could demonstrate that their work would contribute towards Vaccine Manufacturing Research specifically for the benefit of LMICs. £17million of funding was made available to EPSRC to fund two successful projects. This funding was provided under the provisions of the International Development Act 2002.
This funding supports two projects which seek to: develop tools and technologies that allow for easier and quicker manufacturing of vaccines in emergencies, redesign existing vaccines to make them cheaper and easier to manufacture and easier to deliver in low and middle income countries (LMIC) settings and to provide bespoke support for researchers developing vaccines for diseases with epidemic potential, so that the vaccines they are developing are as rapid and cost-effective to manufacture as possible. The projects are expected to collaborate with LMIC researchers and industry to support this work.

UK Vaccine Network - One Health Vaccinology Competition

The UK Vaccine Network has identified that many pathogens of epidemic potential are zoonotic (having both human and animal hosts) and therefore a One Health approach is essential to tackle these diseases. The Department of Health and Social Care has collaborated with Biotechnology and Biological Sciences Research Council (BBSRC) (a non-departmental public body principally funded through the Science Budget by the Department of Business, Energy and Industrial Strategy, BEIS), to run a research competition to support One Health Approaches to Accelerate Vaccine Development. This call was wholly funded by ODA and therefore the primary purpose of all funded research must be to support the economic development and welfare of countries on the Development Assistance Committee list. Five successful projects were awarded a research grant by BBSRC, wholly funded by the Department of Health and Social Care. Just under £5.5million funding was made available to BBSRC to fund these successful projects under the provisions of the International Development Act 2002. These projects are managed by BBSRC.
This funding supports projects seeking to undertake One Health research which will promote antigen discovery, enhance understanding of disease pathogenesis, and accelerate vaccine development for a range of viral and bacterial families that are known to have a significant impact on animal and human health in low and middle income countries. The UK Vaccine Network has identified that vaccine development could be accelerated through ‘One Health’ research and knowledge exchange across the veterinary and medical fields and this is subsequently a desired outcome of this funding. The call aimed to bring veterinary and medical vaccinologists together through these projects to increase understanding and accelerate vaccine development for virus and bacteria that are known to have a significant impact on animal and human health. The ultimate aim of this research is to enable an effective and rapid response during future outbreaks of disease.

Fleming Fund – Independent Evaluation
The Independent evaluation will assess how far the outputs of the portfolio of Fleming Fund country and regional grants, and the Fleming Fellowships will contribute to the outcomes and impact identified by the Department of Health and Social Care (DHSC). Six specific evaluation questions, were agreed during the inception phase for the evaluation.
In answering the 6 set evaluation questions, the evaluation is intended to meet two objectives: 1. in 2019, the evaluation will generate learning to inform course correction and adaptation in the present phase of support; 2. in late 2020, the evaluation’s focus will shift to providing an independent summative judgement of the fund’s results and achievements.

Fleming Fund- Vietnam Pilot Project
Fleming Fund pilot project to build an antimicrobial resistance (AMR) reference laboratory and support an AMR surveillance network in Vietnam.
The Vietnam pilot project aimed to: 1. Develop an AMR reference laboratory including setting up the required infrastructure and recruitment and training of a surveillance team and; 2. Develop a national AMR surveillance programme. As a result of this work, Vietnam has developed its first stage of laboratory infrastructure at the National Hospital of Tropical Diseases in Hanoi. Equipment has been installed, staff recruited and trained, and surveillance networks strengthened.

Fleming Fund - Contribution to the International Reference Centre for Antimicrobial Resistance
The Fleming Fund contribution to a UK draw-down service for technical assistance, training and quality assurance for low and middle income countries to support antimicrobial resistance (AMR) surveillance system building across all one-health sectors.
The objectives of the reference centre are to: 1. Develop capacity of low- and middle-income countries (LMICs) for surveillance of AMR and antimicrobial use (AMU) through residential AMR training workshops, country visits to partners to offer training, provision of proficiency testing schemes; 2. Strengthen governance related to AMU and AMR by providing expert advice on new or emerging resistances that present a threat to animal or public health, providing expert advice on how to bench-mark capability and the authorisation of antibiotics and providing verification testing at our UK laboratories; 3. Promote good agricultural practices and prudent use of antimicrobials by providing advice and support for the adaptation and implementation of alternatives to antibiotics; and 4. Raise awareness of AMR by publishing and contributing to expert reports and peer-reviewed scientific manuscripts.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) - UK-China: Innovation and Collaboration to tackle AMR
The UK Department of Health and Social Care (DHSC)'s UK-China research competition supports new innovations to address anti-microbial resistance (AMR) in both humans and animals, which together constitute a significant threat to human health. Successful projects are a partnership of UK companies and research organisations, with Chinese companies and research organisations. £10 million of UK aid funding has now been awarded to UK partners through delivery partner Innovate UK, with the Chinese Ministry of Science and Technology (MoST) providing funding for the Chinese partners who will receive up to a total of 60 million RMB. The output of these partnerships will benefit people in other low- and middle-income countries (LMICs) around the world.
The aim of this partnership is to support novel research projects that will develop the use of cutting edge solutions to tackle critical issues of AMR in humans and animals and other LMICs. This includes solutions that will: - explore opprtunities from Traditional Chinese Medicine for the treatment and/or prevention of infectious diseases in humans and animals - advance the discovery of new agents, incdluing small molecule drugs, vaccines, antibodies and other biological products - identify new agents that increase feed energy conversion in livestock without using antibiotics or hormones - use modelling and clinical studies to maxmise the clinical utility of current antibiotics - improve diagnostic capabilities for the diagnosis, treatment selection and surveillance of bacterial infections and antibacterial resistance

Global Antimicrobial Resistance Innovation Fund (GAMRIF) – Accelerating Antibacterial Innovation with CARB-X
Through the Global AMR Innovation Fund (GAMRIF), the UK Department of Health and Social Care (DHSC) has invested £20 million over three years in Boston University’s Combating Antibiotic Resistant Bacteria Accelerator (CARB-X), which is a non-profit, multi-donor international partnership that supports innovative early product research and development focused on the most dangerous drug-resistant bacteria. This contribution will invest in high-value, innovative research to accelerate the development of products to reduce the harm from drug-resistant infections.
The aim of this project is to invest in high-value, innovative research to accelerate the development of products up to and including Phase I to reduce the harm to human health, welfare and economic growth from drug-resistant infections. In particular, the programme will focus on prevention (including vaccines) and alternatives to antibiotics for humans as primarily and directly relevant to people in low- and middle-income countries (LMICs).
Projects funded through GAMRIF will primarily benefit people in LMICs, where the burden of drug-resistant infection is greater.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) – InnoVet AMR: Innovative Veterinary Solutions for AMR with IDRC
InnoVet-AMR is a partnership between DHSC and the International Development Research Centre (IDRC) aimed at reducing the emerging risk that antimicrobial resistance (AMR) in animals poses to global health and food security. InnoVet-AMR will fund research to develop new animal vaccines and other innovations to fight AMR in livestock (swine and poultry) and aquaculture production, particularly in low- and middle-income countries (LMICs).
Through InnoVet-AMR, IDRC and DHSC aim to achieve two main objectives: (1) support research that will identify innovative veterinary solutions, including vaccines and alternative solutions, to reduce the use of antimicrobials in livestock and aquaculture operations in LMICs; (2) build effective partnerships to better coordinate discovery, development and sustainable delivery of affordable innovative veterinary solutions to reduce the use of antimicrobials in livestock and aquaculture operations in LMICs.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) – UK-Argentina: tools to tackle AMR in the Environment
This is a bilateral partnership with Argentina to support research to tackle antimicrobial resistance (AMR) in agriculture and the impact on the environment. Successful projects are a partnership of UK companies and research orgnisations, with Argentinian companies and research organisations. The competition and partnership will be delivered in the UK by the Biotechnology and Biological Sciences Research Council (BBSRC) in partnership with the Natural Environment Research Council (NERC), both part of UK Research and Innovation (UKRI), and delivered and matched-funded, on a resource basis, by the National Scientific and Technical Research Council (CONICET) in Argentina.
The aim of this partnership is to generate new knowledge and provide a deeper evidence base that can help to reduce the impact of drivers of AMR in the environment from agricultural sources as they apply to Argentina and low- and middle- income countries (LMICs). This includes research towards the development of theroretical frameworks for surveillance and reporting on AMR and antibiotics, and research towards the development of strategies for manure, slurry and waste management. Projects are also required to produce outputs that translate research into policy, such as policy briefings or best practice position papers for LMICs.

WHO Framework Convention on Tobacco Control 2030 (FCTC 2030)
Strengthening tobacco control in low and middle income countries. The Department of Health and Social Care has provided Official Development Assistance (ODA) funding for the FCTC 2030 project to promote implementation of the WHO Framework Convention on Tobacco Control (WHO FCTC) in low and middle income countries, in order to reduce global tobacco consumption and support the development of ODA recipient countries.
The project will support low and middle income countries to strengthen tobacco control by: • implementing the requirements of Article 5 (general obligations) of the WHO FCTC, to improve tobacco control governance, • increasing tobacco tax, • implementing the two World Health Organisation Framework Convention on Tobacco Control (WHO FCTC) time-bound measures on (i) tobacco packaging and (ii) ending tobacco advertising), and • implementing other Articles of the WHO FCTC according to national priorities.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) - New Antibiotic for Drug-Resistant Gonorrhoea with GARDP
The Global Antibiotic Research & Development Partnership (GARDP) is a non-profit product development partnership. It is a research and development initiative addressing global public health needs by developing, delivering and assuring sustainable access of new or improved antibiotic treatments. UK Department of Health and Social Care (DHSC) funding through the Global AMR Innovation Fund (GAMRIF) will support GARDP’s programme on sexually transmitted infections (STI), specifically focusing on the development of a new antibiotic for drug-resistant gonorrhoea. The aim of this project is to fund and support the development of new treatments that address the threat of drug-resistant gonorrhoea in low- and middle- income countries (LMICs). Objectives of the funded activity are to: - develop a new affordable treatment for gonorrhoea, that works on multi-drug resistant cases (trials completed and registration started by 2022) - support the integration of the new treatments into the current Sexually Transmitted Infection management framework by investigating possible antibiotic combinations by 2023; and - support the development of a stewardship and access strategy for LMICs for the new antibiotic treatment. Projects funded through GAMRIF will primarily benefit people in LMICs, where the burden of drug-resistant infection is greater.

UK Vaccine Network
The UK Vaccine Network project is a £110 million ODA-funded project which makes targeted investments to support the development of new vaccines and vaccine technologies for emergent infectious disease threats in low and middle-income countries. This will allow outbreaks of diseases with epidemic potential to either be prevented through proactive vaccination campaigns or controlled through quick development of new vaccines and/or responsive vaccination campaigns upon outbreak detection. An investment strategy for the project was developed using advice from the UK Vaccine Network, a group of experts from academia, industry, government and philanthropic organisations, chaired by the DHSC Chief Scientific Adviser

The Global Antibiotic Research & Development Partnership (GARDP) is a non-profit product development partnership. Global Health Security Strengthening Project
In 2021/22 DHSC’s Global Health Security Programme is providing £312,00 ODA funding toward a Global Health Security Strengthening Project delivered by Public Health England (PHE). A further £128,000 of non-ODA funding will be provided directly by PHE. The project has the primary purpose of providing the resource and technical expertise to increase PHE engagement on global health security at a global level, complementing and building on existing in-country work. It aims to share learning and knowledge from other PHE activity on global health security and seeks to expand and strengthen engagement with global organisations, initiatives and partnerships.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) - Developing a market shaping framework for AMR interventions in developing countries
CHAI (Clinton Health Access Initiative) is a global health organisation committed to saving lives and reducing the burden of disease in low-and middle-income countries. It works with partners to strengthen the capabilities of governments and the private sector to create and sustain high-quality health systems that can succeed independently. Market Shaping with CHAI is a partnership between the UK government and the Clinton Health Access Initiative (CHAI) to support in-country landscaping (Kenya, Malawi, India, Laos, Vietnam) to collect data on the various dimensions of the AMR spectrum, with an aim to inform the identification of any large-scale interventions. The UK government has invested £645K over a 5-month period into CHAI. This is also supported by Cornell University in the United States working in advisory capacity. Projects funded through the Global AMR Innovation Fund (GAMRIF) will primarily benefit people in LMICs, where the burden of drug-resistant infection is greater.

Global Antimicrobial Resistance Innovation Fund (GAMRIF) - Tackling Antimicrobial Resistance in Colombia via diagnostic uptake in pig farming
ICARS (International Centre for Antimicrobial Resistance Solutions) is an international organisation created by the Danish government to tackle the barriers to successfully addressing AMR. The multi-funder arrangement offers risk-sharing as well as allowing DHSC to leverage co-funding. This partnership will allow DHSC to benefit from the existing relationships between ICARS and stakeholders in Colombia, and perhaps wider Latin America (a region where GAMRIF-supported innovation may have significant benefit if successful). DHSC and ICARS (International Centre for Antimicrobial Resistance Solutions) are undertaking a pilot partnership which will identify challenges and successes in the uptake of a novel, subsidised diagnostic platform model available to the pig farming industry in Colombia. This will support increased diagnosis, and therefore reduce inappropriate antimicrobial use. This project is managed on behalf of GAMRIF by the International Centre for Antimicrobial Resistance Solutions (ICARS) via Porkcolombia with support from the Colombian Ministry of Agriculture and Rural Development, who ICARS already hold an existing relationship with. Projects funded through the Global AMR Innovation Fund (GAMRIF) will primarily benefit people in LMICs, where the burden of drug-resistant infection is greater.

Fleming Fund - Contribution to the International Reference Centre for antimicrobial Resistance
The Fleming Fund contribution to a UK draw-down service for technical assistance, training and quality assurance for low and middle income countries to support antimicrobial resistance (AMR) surveillance system building across all one-health sectors. The objectives of the reference centre are to: 1. Develop capacity of low- and middle-income countries (LMICs) for surveillance of AMR and antimicrobial use (AMU) through residential AMR training workshops, country visits to partners to offer training, provision of proficiency testing schemes; 2. Strengthen governance related to AMU and AMR by providing expert advice on new or emerging resistances that present a threat to animal or public health, providing expert advice on how to bench-mark capability and the authorisation of antibiotics and providing verification testing at our UK laboratories; 3. Promote good agricultural practices and prudent use of antimicrobials by providing advice and support for the adaptation and implementation of alternatives to antibiotics; and 4. Raise awareness of AMR by publishing and contributing to expert reports and peer-reviewed scientific manuscripts. Projects funded through the Fleming Fund will benefit people in low- and middle-income countries, where the burden of drug resistant infection is greater
